following a request by Andrew Gaffney at dev-gentoo mailing list, this is a
patch that alters qpkg's behaviour to show use flags that an emerged package was
compiled with
(with -i -v) and shows the package dependencies for a package taking in account
the use flags that each dependant package was compiled with (with -q).
Uninstalled packages are not checked for flags and shows all the possible
dependencies.
