This is a simple config utility for BLAS libraries, a la gcc-config.

Dependency is the other way around (on 30453) IIUC, corrected.

In portage, please test.

The addition of all these packages should be coordinated, but they are large
and requie testing. Thus rather than adding all in one go I will be adding
them and masking in package.mask. This one is exception, as it is quite harmless
on itself and is a dependency of all others. However for the other packages
you will need to add them to /etc/portage/package.unmask in order to test
them..
