Wondered myself but had no gains to dig into it. Thanks for your report, indeed the quotation marks were the culprit. I am not able to find out why they make a difference in the sandboxed environment, but I wrote an email to the committer of that change. Bug triaging in Gramps is a bit weird, so I avoid the bug tracker. Emerge 3.1.3-r1 and you will get the German locale back.
