>30 days in the tree, no open bugs, both work for me (on amd64) (including tests). I tried to compile and test some of their reverse deps and found no problems.

Since ginac depends on cln, it seems reasonable to handle them in one bug. Bug 289106 should be closed then. I suggest to remove =sci-libs/cln-1.3.0.

You want to try some of the examples found at [1] to make sure they work.

Sorry for the noise, it's of course latex-base rather tex-base that's missing. 
After applying diff:
Tested =sci-libs/cln-1.3.1 on x86 chroot:
 * required ~x86 deps: none
 * flag combinations: -*, *
 * test suite: all passed

Everything fine here on x86 with texlive installed. Rdeps also look good except for sci-astronomy orsa, but this is not a regression (Bug 296770)
