Basically it's a "emerge -pv meet the logs", so that any build log (attached to a bug for instance) reports what package is being built and especially *how* (enabled USE flags).

In svn r14907 I've added some basic einfo messages prior to calling pkg_setup.

This is fixed in 2.1.7.8 and 2.2_rc53.
