This is Solar Designer's pam_passwdqc. The project web
page is: http://www.openwall.com/passwdqc/

The program offers password strength checking for PAM aware
password changing programs. This is an alternative to the
default cracklib.

It addition to checking passwords, it offers support for
passphrases and can provide randomly generated passwords.
It can also be extensively configured if needed.
