Emerging enlightenment-1.0.0 I got an error which made me think about installing app-text/docbook-xml-dtd-4.3 first. After that it worked.

Reproducible: Always

Steps to Reproduce:
1. emerge -C =docbook-xml-dtd-4.3
2. emerge =enlightenment-1.0.0
Actual Results:  
[...]
validity error : Could not load the external subset "http://www.oasis-open.org/docbook/xml/4.3/docbookx.dtd"
Document /var/tmp/portage/x11-wm/enlightenment-1.0.0/work/e16-1.0.0/docs/README.xml does not validate
make[2]: *** [README.html] Error 3
[...]

Expected Results:  
Enlightenment DR16 1.0.0 installed.

or we simply disable xmlto support
