Please post your "emerge --info" and the output of 

  emerge -qpv xfce4-netload

Reopen this bug when you provide the requested information.

You tried logging out and back in after adding it to the panel? The tooltip shows for me.

I tried,
remove xfce4-netload and kill xfce4-panel.
run xfce4-panel and attach xfce4-netload.
but, I cannot view mouseover tooltip.

I can reproduce that. I can't remember since when that tooltip remains hidden. Maybe the xfce4-4.6 upgrade. I will provide requested informations (as soon as i got an hand on my machine)

Indeed, and the OP has ~amd64 system. Whereas, I was stating the facts with a amd64 system (Comment #5). The attached upstream patch says that it fails with gtk+-2.16 or newer, but the bug comments say 2.12 or newer. I'm assuming it is 2.16+ that is the issue.
