Try to compile kdevelop-3.9.93 without having libkworkspace installed.

Cmake will give you error and kdevelop will not force you to install it.

Steps to Reproduce:
1.Make sure libkworkspace is not installed
2.try to emerge kdevelop-3.9.93
3.

Actual Results:  



Expected Results:  
Emerging kdevelop should request emerging libkworkspace also.

fixed for live kdevelop as well, thanks for pointing that out.
