app-shells/bash-completion-1.0-r2 provides "/usr/share/bash-completion/cowsay" which already exists if games-misc/cowsay-3.03-r1 is installed with USE="bash-completion"

It is for this very reason that no one recommends mixing stable and ~arch trees. This is already fixed some days ago.

Never-the-less, I have added a blocker to bash-completion-1.0-r3 so we can prevent this in the future.
