Version bump.  DNSMasq 2.47 released - has some interesting additions

Simple version bump seems to be ok for AMD64. 

Note that the patch dnsmasq-fbsd-config.patch needs to be updated.  I think the simplest solution is to drop the patch and pass in the config as per updated ebuild (freebsd users please test?)

Please check and commit

Updated ebuild to force CONFIG location.  Should solve problem of unusual config file location on freebsd
