git.eclass adds the dependency. mesa-7.2 has the fix.

(I'm assuming git isn't required if $PV != 9999)

Umhm, ekhm, I may be wrong, I was told anyway that conditional inherits in ebuilds may be forbidden.

It depends on the condition. If it doesn't break the cache, it's fine.
