How about this possible fix? I added "--signal 15" to the stop_daemon() function in ${FILESDIR}/sysklogd.rc6 which fixed the problem for me. Without this option, start-stop-daemon would send signal 0 to the processes (klogd, syslogd) and they both ignore this happily.
