base needs PEAR-Mail_Mime to be fully functional and avoid php include
warnings.

Reproducible: Always

Steps to Reproduce:
1.emerge =net-analyzer/base-1.4.1
2.configure it and bring up the url
3. without PEAR-Mail_Mime you see warnings when enabled, and of course would
not be fully functional.

Actual Results:  
Warning: include_once() [function.include]: Failed opening 'Mail/mime.php' for
inclusion
