net-www/nspluginwrapper-1.1.0-r1 build fails if curl is not installed, then
succeeds after installing curl, but curl is not in nspluginwrapper's DEPEND.

Reproducible: Always

Steps to Reproduce:
1. emerge -C curl
2. emerge =net-www/nspluginwrapper-1.1.0-r1

Actual Results:  
ebuild fails with a complaint about missing curl.

This bug is confirmed in nspluginwrapper-1.1.2 as well.

Fixed in net-www/nspluginwrapper-1.1.4
