We need to document the process for how the council handles appeals of all
sorts. Tom Wesley brought this up again in bug #216219 comment #17. This will
also involve a review of our process to see whether there's anything we could
improve about future appeals.

Donnie,

I must admit I was more interested in discovering what process was taken in the
case of the three developers bug 216219 relates to.  I have some initial
thoughts on what I believe was wrong with the process.  I can spend some time
writing up that if you would find it useful in creating new documentation.
