proposal that vapier was planning to base an improved one off.

Mark is taking responsibility for following through on this bug. He's going to
get more input on it and create a new proposal.

I will work on getting a written proposal put together by November 3rd.  I'll
send it out to g-dev@ to get feedback at that point, and we can take it from
there as to when I can present it for a vote.

Give me another day or two, I had some things come up this weekend and I didn't
get a chance to work on it like I wanted to.
