As only web-browseable source was http://rxtx.qbang.org/pub/rxtx/rxtx-2.1-7/ I'm not 100% sure, but it looks like acinclude.m4 is simply libtool.m4, so the correct fix would be 'rm acinclude.m4' before eautoreconf. And no, AT_M4DIR would not be a correct way.
