I've got cairo-1.6.4 installed on my x86.

Steps to reproduce:
1. USE="-X" emerge cairo
2. emerge -va1 gnustep-base/gnustep-back-cairo-0.12.1

Thanks for the report, I added a check for USE=X enabled cairo in the ebuild
