PathConvert is normally installed as part of wml. Can you give some more info
about your environment? It might also be useful to have the output of the
emerge to help diagnose the problem here.

It would be useful to see the output of the configure stage. I guess the
problem is that wml is making an assumption on what perl files it should
install and is doing so wrongly in the case of PathConvert.
Added the build log with configure output.
It turns out that this got broken by the fixes for #212811. I've fixed this
now. Please try to re-install wml after waiting 24 hours so that the fix can
propagate, and re-open the bug if this doesn't fix it.
That's strange. You might want to check that the version of wml you are trying
to install actually has the fix included. The econf line in src_compile should
contain a --libdir option in /usr/portage/dev-lang/wml/wml-2.0.11-r3.
It would also be useful to get an updated emerge log (including installation
because I expect that is where the problem is).
Just did an emerge --sync and re-emerged, and it now works.
