Culmus currently installs culmus.conf in /etc/fonts/conf.d/ and then symlinks 10-culmus.conf to it, whereas it should have installed its conf file in /etc/conf.avail/. This patch fixes that and moves to using 65-culmus.conf, the same as Debian. Conf file handling is re-implemented using fonts eclass. Also, licenses omitted from DOCS.
