New stable net-analyzer/nmap does not compile with stable dev-lang/lua because
it does not have the "deprecated" USE flag. The check was introduced as a
result of bug #212159 to allow compilation with USE flag "lua" with
dev-lang/lua-5.13-r1 which is not (yet) stable but breaks with stable lua with
the following message:

I think correct fix will be:

-if has_version dev-lang/lua && built_with_use dev-lang/lua deprecated ; then
+if has_version ">=dev-lang/lua-5.1.3-r1" && built_with_use dev-lang/lua
deprecated ; then

like we have in wireshark:

I got hit with this one too. Easy fix seems to just be to move to a version of
lua packages that exports the flag.
