The ebuilds for these packages state public domain, however the package actually seems to be licensed under a BSD-like license. I suggest taking the COPYING file from lapack-lite tarball, adding it to portage as the "lapack-lite" license, and then updating LICENSE in these ebuilds.
Thanks much for the note, Daniel! The licenses for blas/lapack from netlib.org are verbatim BSD and I have now marked them as such. cheers, Markus
