As per summary, please stable this (way newer, but still old) version of
pam_passwdqc so I can remove the very old version.

This version respects CFLAGS, LDFLAGS and does not have prestripped binaries.

I'm interested in having this updated so that I won't have people trying to use
pre-1 versions of it when I add support for it in pambase [1].
