running in ? if you set LC_ALL to C, does wget work ? how about en_US.UTF8 ?

After moving wget from 1.11 back to 1.10.2 it's ok.
I have same error with ru_RU.UTF-8 locale.
If i set LC_ALL to C or en_US.UTF8 all work fine.
wget-1.10.2 work fine with any locale.

For me it fails only with LC_ALL=ru_RU.UTF-8
On C or en_US.UTF-8 it works fine.
that doesnt really help. since i'm unable to reproduce, you need to test the
changes and find out which one fixes things for you. then i can add the fix
from upstream to our ebuild.
