tvtime-0.9.8.1 forces lirc to be installed even though the USE flag for lirc is
unset.

bumped to new version, added some needed deps, and made lirc optional as
requested. i was under the impression (incorrectly) that lirc was a hard dep
from the tvtime author.

you must now be a member of the video group to run tvtime.
