tasts fail due to small incompatibility with libxml2. the problem is fixed in
later versions, but they are still marked as unstable.
the fix can be backported to 1.63.

btw: there are also orphaned patches for ebuilds which were already removed
(XML-LibXML-1.56-dupextern.patch and XML-LibXML-1.58-cleanup.patch)

Thanks for your bugreport. As 1.65 is already stable, i only had to do some
cleaning.
