I saw that dhcp-3.1.0 is stable in some arch now (x86 for example), but this WILL break NetworkManager, because it doesn't work with that version of dhcp.

I suggest adding something to networkmanager.ebuild file to prevent upgrading of dhcp if using networkmanager. A blocker for example:

!>=net-misc/dhcp-3.1.0
