kopete-3.5.7.ebuild blocks every kdenetwork via RDEPEND="!kde-base/kdenetwork"
in the ebuild, but as far as I know it should only block
kde-base/kdenetwork-3.5* (currently it blocks both, the correct one is managed
by the eclass)
This prevents me from installing kde4-svn from kde overlay, but I think it
should be fixed, even if there is no kde version with a slot other than 3.5 in
the official tree

You shouldn't mix totally unsupported live svn overlays with official tree.

Yes, but this has nothing to do with the issue that the monolithic/split kde
blocks are managed by the eclass and not by the individual ebuilds.
All files that are installed by kopete-3.5* are located in /usr/kde/3.5
There is no reason for it blocking anything else than kdenetwork-3.5*
