reproduced with 2.2.12-r4, 2.2.13-r1 seems to behave correctly (i.e. link to db-4.5) though. Please test 2.2.13-r1 and report back if this works for you. Anyways, as both the as-needed flag and the snmp USE aren't considered mainstream usage for this package (plus the "bug" is fixed with net-snmp-5.4.1 going stable somewhen) I'd suggest to mark cyrus-imapd-2.2.13-r1 stable.
