eselect-emacs-1.1 is in the tree since one month. This version doesn't need
workarounds for bug #172472 and bug #172475 anymore (since these have been
fixed in eselect-1.0.10).

It also includes the ctags.eselect module now (and dev-util/ctags depends on
it). Thanks in advance for stabilising.

O.K., for the remaining two archs it probably makes no sense to have separate
KEYWORDREQ and STABLEREQ bugs open.
