After Upgrading to dhcp-3.1.0 NetworkManager has stopped working with ethernet and wireless devices

Reproducible: Always

Steps to Reproduce:
1. emerge NetworkManager-0.6.5
2. emerge dhcp-3.1.0
3. start NetworkManager
4. try to connect a network (wired or wireless)
Actual Results:  
as i read in /var/log/messages the dhcp thread has timed out
and in the nm-applet of GNOME there is an IP not beloning of my Network

Expected Results:  
a dhcp lease must have been get

workaround :

mask the package dhcp-3.1.0 and remerge a prior version
