Recent changes in baselayout 1.12 means that ifplugd no longer requires init.d
scripts and as such its ebuild has been changed to not install them anymore.
However, as the ebuild does not have a dependency on baselayout-1.12 if people
are still using 1.11 they get no warnings or information that ifplugd will not
work with this version, or how to fix the problem.
There have already been several bugs raised because people can't work this out
obviously: #156948 and #185100.

Expected Results:
If the ifplugd ebuilds are going to delete the init.d script files then they
should depend on baselayout 1.12.
