02:15h after it's been submitted, using either rsync or CVS directly as a
check.

The Manifest found in both rsync and cvs differs from the one "ebuild
file.ebuild digest" creates here.

Reproducible: Always

Just out of interest:
Why is it that this issue is part of the component "Ebuilds" rather than
"Development"?
Other issues regarding ebuilds aren't covered by the Ebuild component either,
so are broken digests/Manifest-files a special case?
