gst-plugins-bad-0.10.x ebuild disables building the opengl video sink
(necessary for accelerated video playback on my system) by default despite
having the opengl USE flag set. Looking through the ebuild & eclass it appears
that many/most of the plugins are disabled by default.
The ebuild should be changed to respect USE flags, or users should be given a
clear mechanism to choose which plugins are built and installed.

Steps to Reproduce:
1. Set the opengl USE flag in make.conf
2. emerge gst-plugins-bad
3. gst-inspect-0.10 shows that glsink is not installed
Actual Results:
OpenGL video playback is not possible.
Expected Results:
OpenGL video sink should be built and installed.
