When aspell finishes building it gives the following instructions:

* After installing an aspell dictionary for your language(s),
* You may use the aspell-import utility to import your personal
* dictionaries from ispell, pspell and the older aspell

However the aspell-<LANG> dictionaries are found in app-dicts not app-i18n as
the instructions read.

Steps to Reproduce:
1. emerge aspell read instructions
2. look in app-i18n for aspell-<LANG> dictionary, but its not there
3. look in app-dicts for aspell-<LANG> dictionary, it is here
