scim-tomoe-0.5.0 needs libtomoe-gtk-0.5.0. However, the ebuild for
scim-tomoe-0.5.0-r1 depends on >=libtomoe-gtk-0.4.0, which causes a build time
error related to libtomoe-gtk if libtomoe-gtk-0.4.0 is installed (quite common
if you upgrade tomoe and scim-tomoe from 0.4 to 0.5)

Steps to Reproduce:
Emerge scim-tomoe-0.5.0-r1 with app-i18n/libtomoe-gtk-0.4.0 installed.
Actual Results:  
Build time error.

Expected Results:  
No errors. :)

Bumps the version for libtomoe-gtk in DEPEND.

0.4.0 becomes 0.5.0, the versions of tomoe, libtomoe-gtk and scim-tomoe are in
sync.
