Postgresql 7.3 does not run correctly with PhpPgAdmin 2.4-1 which is currently 
in the portage tree. Also we find Postgresql 7.3 in the current tree.. these 2 
won't work together though.. so we should really add PhpPgAdmin 3.0 to the tree 
if that is possible.

I added PhpPgAdmin 3.0.0-dev-2 to portage as unstable.
Please test it.
