159922 describes this issue, I think lots of packages are having this issue.

Basically the build fails when it tries to execute /bin/install (which doesn't exist)

Reproducible: Always

Steps to Reproduce:
1. Have the current ~arch of coreutils emerged 
2. emerge dev-ruby/fastthread
3. cry a lot that you have to emerge all the other updated packages manually to keep up-to-date :) (just kidding, that's the cost of having an ~arch based system)
