currently there is no selinux policy for cups, so I can not set my selinux to
enfoceing and use cups.

libsepol.print_missing_requirements: cups's global requirements were not met:
type/attribute printconf_t
libsemanage.semanage_link_sandbox: Link packages failed
semodule:  Failed!

should the cups policy have a DEPEND on a lpd policy?
