netpbm install /usr/include/shhopt.h that should be also installed by shhopt

Reproducible: Always

Steps to Reproduce:
1.emerge shhopt
2.emerge netpbm
3.

Actual Results:  
shhopt.h is overwrited

Expected Results:  
netpbm should block shhopt AND shhopt should block netpbm

netpbm no longer installs the header file, cheers
