Always utilizes autoconf

Supports linguas en and fr

Hi folks,

scilab-4.1 is now in portage cvs and many thanks to all you for
providing ebuilds!

Unfortunately, scilab's build system is still horribly broken and the
ebuilds seem to get more ugly from revision to revision; upstream
really needs to fix their autotool scripts!
Approximately 50% of the example Makfiles are still broken (i.e. the
user needs to manually fix paths) since they attempt to include files from all
over the place. I'll see that I come up with a big patch that fixes this as
soon as I
have time. Scilab itself seems to work fine.
