Policy files are missing, needed at the least to get checkin to work.

I had thought that conary-policy would have been pulled in by rmake for builds,
and not be necessary for source commits, but since it is necessary for
checkings, I will add it.

Also filing an issue upstream about it.

app-admin/conary-policy added, "PDEPEND=app-admin/conary-policy" added to
conary.
