Emerge fortune-mod-cs with unicode flags set doesn't consider changing of text
coding. This new ebuild repaires this bug while checking for the unicode flag
and if, then converting mod files to utf8 before strfile is run.

in portage.  no rev bump so if you need unicode support, remerge it.
