We need to get rid of versions 6.3 and 6.4 from Portage and delete the "c++"
USE flag from use.local.desc.

The only arch holding us back is ppc-macos. So ppc-macos, please stabilize a
newer version. (usata marked the previous versions)

Matsuu, once that happens please delete the old versions and the USE flag from
use.local.desc

boehm-gc-6.7 ppc-macos stable, removing usata.
