I knew that it seemed the portage one wasn't updated... so I assumed that hadn't been either... still confcache is hardmasked so maybe it should include a warning or be removed from the file... and ELOG is still not documented there I'll try to put something together on that... unless you have reason not to. do not use `diff -a`, the output is useless ... use `diff -u`
confcache is in portage regardless of the status of the external package elog is being handled in Bug 116018 otherwise i dont see any other pending requests in this bug Created attachment 94632 [details, diff]

portage.old mentioned in diff is the current manpage. sorry some of the bugs I had mentioned had been corrected and I didn't realise it.
this feature mentioned gwn-20060512 is the focus of the bug
Configuration improvements: Certain config files can now be made into directories, for easier management (for example, /etc/portage/package.unmask/kde, /etc/portage/package.unmask/xorg will be combined to make the old /etc/portage/package.unmask). /etc/portageitself can also be loaded from different locations, making certain tasks much simpler.
I created a patch that handles everything but the last sentence. which I don't don't know how to do... but I assume that's something handled in the make.conf
