dev-python/pyltxml-1.3-r1 depends on dev-libs/ltxml-1.2.5 but dev-libs/ltxml-1.2.6 is available and gets installed.  Should dev-python/pyltxml be updated so that we don't keep upgrading/downgrading dev-python/pyltxml in circles?

No unless you have a patch, because it doesn't work - see Bug 55009
