RESTRICT=stricter is a valid setting and is honored elsewhere in misc-functions.sh, but the two locations in the following patch fail to honor it. One of these two is a major bug, because it results in failure to fix RPATHs in packages with RESTRICT=stricter; instead, portage wrongly dies.

Note this was commited to trunk.. After it's proven stable there poke one of us to port it over to the 2.1 branch to keep Alec happy.
