Which version of intltool do you have installed?

Could you try re-emerging intltool and then try gnome-system-tools again?  That
autoconf macro is supposed to be provided by intltool.

intltool 0.34.1, reemerging did not help, but upgrading to version 0.34.2
resulted in a smooth compilation.

I can confirm this behaviour on ppc64. version 0.34.2 of intltool fixes the
problem.
