None of these are required. Commenting them out, I was able to emerge this
package without any trouble at all.

Seemant, you have worked with libiee1284 much more than I if I look at
ChangeLog.
Any idea if those DEPEND are needed ?  Matthew ?

ok, instinctively, I'd say that these dependencies can be wrapped under the doc
USE flag.
